5. Detroit, MI
(Pop: 905,783; Burglaries: 17,818): 1,967
For nearly 50 years, the city of Detroit (right) has endured industry shutdowns and a declining population. The city (and the state of Michigan) is constantly trying to re-invent itself, with mixed results. Detroit has bourne the brunt of the declining U.S. auto industry, and the high crime rates reflect that. It should be noted that in Detroit, the downtown area has a relatively low crime rate thanks to redevelopment. It is the gang-infested areas of the city that consistently make Detroit one of the most dangerous cities in America.
4. St. Louis, MO
(Pop: 356,204; Burglaries: 7,274): 2,042
Although St. Louis' city center has improved over the last few years, it still has a very negative effect on the city's overall crime rate. Area "neighborhoods" such as University City and LaFayette Square are relatively safe, and more economically viable.
8. Atlanta, GA
(Pop: 533,016; Burglaries: 9,989): 1,874
Although Atlanta's overall crime rate has decreased since 2004, it is still above the national averages. Of particular concern is the downtown area. Neighborhood redevelopment projects have helped.
1. Memphis, TN (Pop: 672,046; Burglaries: 15,874): 2,362
Overall crime in Memphis (below) rose dramatically from 2004 to mid-2006, although the situation has improved slightly since then. Many residents cite a poor school system, (alleged) corrupt city officials, and reduced federal funding to Memphis Police as possible causes of the record breaking crime rates. Isolated, gang-infested areas of the city have contributed disproportionately to the overall rise in violence and property crime.
7. Cincinnati, OH
(Pop: 332,608; Burglaries: 6,330): 1,903
Cincinatti (right) had an overall reduction of crime leading into 2001, but the Cincinnati Riots (public outrage over a tragic police shooting) and a police work "slowdown" changed all that. From 2001 to 2006, crime steadily increased. In the spring of 2006, Cincinnati Police started a "crackdown" on crime that has been generally effective. However, crime rates have still not returned to pre-2001 levels.
3. Toledo, OH
(Pop: 317,401; Burglaries: 6,522): 2,055
A declining manufacturing base has resulted in a decrease in Toledo's population every year since the early 1990's. Residents have demanded action, but the city government has made no significant progress in fighting crime.
6. Columbus, OH
(Pop: 751,887; Burglaries 14,708): 1,956
Many residents of Columbus agree that drugs and gang violence are to blame for the city's high crime rate, along with a government more interested in building sports arenas than fighting crime. Whatever the cause, crime rates in Columbus continue to rise.
2. Cleveland, OH
(Pop: 433,452; Burglaries: 9,102): 2,100
With a new ballpark for the Indians, and the Rock n' Roll Hall Of Fame constructed on the waterfront, things seemed to be looking up for Cleveland (right). But no baseball stadium will reduce overall crime in a city with a declining job market and shrinking police force (city officials have actually laid off police officers in recent years).

The figure at the end of each listing's title indicate the number of burglaries reported in 2008 per 100,000 residents. For example, Indianapolis, IN had a population of 808,129 and 14,267 reported burglaries in 2008. This averages out to 1,765 burglaries for every 100,000 residents. The average for all cities in this category is 1,099 break-ins per 100,000 residents.
10. Tulsa, OK
(Pop: 382,954; Burglaries: 6,725): 1,756
Many residents would agree that much of the violent crime committed in Tulsa occurs in the northern end of the city, while the southern portion is relatively safe. Many violent and property crimes can be blamed on drugs or gang-on-gang violence.
9. Indianapolis, IN

Like many large cities in the U.S., certain neighborhoods in Indianapolis (right) are known as more dangerous than others. Downtown Indianapolis remains relatively safe, while the east side requires special attention by police.
